So, with next to no building code, rules or associations to enforce any form of uniformity apartment owners are left to do whatever they want within their own space. Welcome to what can only be described as an explosion in a paint factory 🙂

The owner states “My neighbors tried to protest, even to ruin this artwork but they couldn’t really do much [because it’s] painted concrete.”
